Introduction
- 1970년~ 2003년 OECD의 대부분의 나라에서 노조조직률 하락의 위기 프랑스, 뉴질랜드, 호주 : 50%이상 하락. 미국 : 47%, 일본 : 44% . 아일랜드, 영국, 독일 : 1/3 줄어듬
가 찾아온 뒤, 세계적으로 노사관계분야에서 노동운동의 리뉴얼을 고려한 연구들이 나타났다.
- Employee Responsibilities and Rights 라는 최근 심포지움의 주된 맥락은 ‘사회운동노조주의(social movement unionism)’가 노동운동의 힘을 재건하는 가장 좋고 유일한 방법인가였다.
- Turberville과 Carter는 노조주의의 organizing model과 service model 중 어떠한 것이 더 이점이 있는가에 대한 논의도 있었다. 물론 이러한 논의들은 중요하지만 더 큰 개념적 이슈를 인식하는 것이 선행되어야 한다.
- 노동을 사회운동의 범주에 두고, 또 그것을 ‘사회운동범주에서 노조와 노사관계에 관한 공간연구’라고 부른다 해도 노동연구는 이미 광범위한 관습적 방식에 기반을 두고 있는데, 그것은 노동‘시장’에서 조직화 된 노조가 힘을 발휘하는 것에 대한 연구에 치중한다.
-하지만 노동운동의 동력과 노조조직률을 연관시키는 것에는 무리가 있는데, 역사적 비교분석을 통해보면 노조조직률과 노동의 힘은 비례관계에 머무르지 않는 경우가 있다. 게다가 노조조직률에 의존한 연구는 노동을 사회운동으로 개념화하는 노력을 약화시킬 수 있다.
-노조조직률에 의존한 연구는 조직화된 노동을 ‘actor in a movement’보다는 ‘agent in a market’으로 여길 뿐이다. 이처럼 무비판적으로 노조조직률을 힘의 측정에 사용하는 관례는 density bias 노조조직률에 기반한 노동연구가 가져올 수 있는 여러 bias
를 가져오게 되어 노동의 리뉴얼을 위한 연구분석에 영향을 미친다.
Complicating density-based power
- 노동운동의 동력으로써 조직률을 고려한다는 것은 노동이 임금과 근로조건에 대해 노동공급제한을 하거나 산업과 지역에서 적절한 임금몫을 요구하며 영향력을 발휘할 능력이 있다는 관념이 퍼져있음을 의미한다.
- 하지만 노조조직률은 단체교섭제도가 존재할 때만 ‘측정도구로써의 힘’을 가질 수 있다.
