o 대처 정부 이후 영국 노사관계는 그 본질적 성격에 있어서 큰 변화를 경험함 : 현상적으로는 조직율 및 파업 횟수의 감소와 함께 그 이면에서는 단협의 역할이 축소되고 인적자원관리라는 경영주도의 새로운 기법이 확산되고 있는 양상.
o 이러한 영국 노사관계의 변화 양상을 이해하기 위해서는 다음의 네가지 문제에 대해 이해해야 함.
- ⅰ) 고용관계를 규율하는 새로운 형태의 경영관행이 어느 정도 정착되고 있으며, 이는 무엇을 의미하는 것인가? ⅱ) `79년은 영국 노사관계를 구분하는 역사적 분기점이 될 수 있는가 ? ⅲ) 새로운 노사관계의 변화가 영국 경제의 성과에 어떤 영향을 미쳤는가? ⅳ) 또한 영국 노사관계 변화의 전망은 어떠한가?
- `80년대 중반까지만 해도 일부에서는 이전의 단협 시스템과 교섭구조가 작동하고 있다고 주장하였지만, `90년대 들어서부터는 변화가 더욱 뚜렷해짐. 또한 정부는 이러한 변화를 유연하면서도 고숙련을 활용하는 지식정보 경제로의 전환이라고 얘기하고 있지만, 실제로 저숙련-저임금 일자리 또한 확산되었고, good job과 bad job 간의 격차가 더욱 커지고 있는 것이 사실임.
o 이 글에서는 이러한 점을 주목하면서 특히 유럽적 맥락에서 영국의 노사관계의 성과를 평가하고자 함.
노동과 자본, 그리고 국가 (Capital, Labour and the State)
시스템의 기원 (Origins of the System)
o 영국 노사관계는 다음 3가지 측면에서 여타 유럽국가와는 차이가 남. ⅰ) 노동조합 활동 경험의 연속성, ⅱ) 작업장 중심성, ⅲ) 국가의 역할.
ⅰ) 스웨덴(`38년의 잘쯔바덴 대타협)이나 전후 독일처럼 영국은 여타의 국가와 노사관계에 있어서의 분기점 없이 달리 역사적 연속성 위에서 노사관계가 전개되어 왔는 바, 베아트리체 웹이 ‘단체교섭’이라는 용어를 처음 사용했을 때, 이미 영국 노사관계에서 단체교섭은 법제도적 규율없이, 하나의 관행으로 뿌리깊게 정착되어 왔으며, 이러한 역사적 연속성 위에서 영국 노사관계는 전개되어 왔음.
ⅱ) 그 결과, 영국 노사관계는 ‘작업장’ 수준에서 전개될 수밖에 없었음. 이는 여타 국가들처럼 정치한 법제도적 규범위에서 노사관계가 전개된 것도 아니었으며, 구체적으로 작업이 이루어지는 작업장에서 일상적인 관계를 ‘관행과 규범(custom and practice) 차원에서 전개시켜 나갔음.
- 1897-98년에 있었던 엔지니어링 노동자 파업에서도 자본은 승리했지만, 작업장에서의 노동자의 재량과 권한을 완전히 제거하지는 못했고, 이러한 작업장 중심성은 이후 `60년대부터 등장하기 시작한 숍스튜어드로 이어지게 됨.
