○ 노조가 직면한 현실과 노조 조직화에 대한 평가의 필요성 제기
- TUC 조직화 아카데미가 시작된 지 10년이 지난 지금, 노조들은 기로에 서있음. 과거 10년 동안 멤버십은 안정되었고, 노조들은 사용자들과 3,000개 이상의 새로운 협약을 체결했지만, 노조 조직률(union density)은 여전히 하락하고 있음.
- 더욱 더 성장하기 위해서 노조는 무엇을 할 수 있는가? 어떻게 우리는 조직화 전략들의 핵심에 대표(reps)와 활동가들(activists)을 배치할 수 있는가(일하게 할 수 있는가)? 어떻게 우리는 조직화 활동(organising efforts)을 촉진하고(step up, 증대시키고) 다음 세대의 노조원과 활동가들에게 확대할 수 있는가(reach out)?
- 이러한 상황 요약은 노조 조직화를 통해 노조 부활과 재활성화를 꾀하고자 하는 프로젝트들을 경험해왔던 나라들(호주, 영국, 캐나다, 뉴질랜드, 미국)과 그러한 프로젝트들이 초기 단계에 있는 나라들(독일, 네덜란드)의 노조들이 직면하고 있는 좌절, 딜레마, 도전을 잘 개괄하고 있음.
- 노조 조직화의 한계와 모순에도 불구하고, 노조 조직화는 [70년대 말 이래 노조 자산의 쇠퇴를 역전시키고자 한] 노조와 노조운동에 의한 가장 중대하고 부단한 (유기적인) 움직임임. 그러나 여러 핵심적인 지표상, 노조 조직화의 성과와 결과는 최소한의 선에서 말하더라도 실망스러운 것이었음.
- 이러한 양상 속에서, 노조 부활과 재활성화라는 보다 광범위한 프로젝트들을 위해 노조 조직화를 수정보완하는데 필요한 것을 검토분석하기 위해 노조 조직화라는 상자 그 자체를 외부로 옮기는 것[노조 외부에서의 노조 조직화 전략에 대한 진단] 뿐만 아니라 노조 조직화의 결과를 조사, 평가, 설명하는 것은 적절함.
○ 이 책의 논문들의 목적: 평가와 분석, 노조 조직화와 노조주의
- 노조 조직화에 대한 평가와 분석을 하는데 부분적인 역할을 하는 것을 돕고자 함.
- 노조 조직화의 상대적 장단점에 대한 노조와 노조운동의 평가[evaluation, 심사] 결과로서 노조 조직화는 지속/중단될 수 있음.
- 이러한 내부적 평가(evaluations)에 영향을 미치는 것은 이 책이 담고 있는 내용과 같은, 그리고 외부로부터의 분석과 평가들(assessments)임.
