1. 복지국가 역할에 대한 옹호의 기본전제 : 복지국가의 편재성과 다양성
2. 복지국가의 보편성 : 많은 나라들이 ‘적극적인’ 복지국가를 지향하고 있음.
- 복지국가 건설 자체가 아닌 어떤 종류의 복지국가 체제가 될 것 인지 고민해보아야 함.
3. 복지국가의 보편성에 대한 반응과 이에 대한 대응
* 복지국가가 ‘유감스러운 필수품(regrettable necessity)’으로써 유지되어야 한다면,
적어도 사회적 개입의 크기와 규모를 최소화 하는 것을 추구해야함.
(1) 국가 중심 방식으로부터의 회피
- 방법 : 지방화, 집단자치행정의 비계층적·비관료적 형식
- 근거 : 법률 행정 국가 조직체의 거대화된 기관을 통해서는
개인적이고 민감한 사회 급여(social provision)를 확보하는 어렵기때문.
- 한계 : 복지자치행정의 새로운 형식의 개발이라는 점에서 의의가 있으나,
① 국가자체에서 지원해야하는 부분도 존재하고, 현장에서, 자발적이며 비영리적인 분야는 보통 지방 정부의 대안으로써 발전하는 것이 아니라, 지방정부와 협력함으로써 발전.
