1. 케이스 요약

2006년 초 신문의 헤드라인에서는 파리에서 일어난 대규모 폭동에 대해서 알렸는데, 그 폭동은 곧 시작될 시장 근로자 개혁을 고발하기 위한 학생과 근로자들에 의해 일어났다. General Motors와 납품업체 Delphi는 131000명의 근로자에게 매수권한을 제공했다. 런던에서 일어난 시립공무원들의 행진에서는 그들의 연금(수당)에 대한 축소방침에 대해 고발하고 있다. 공산당중앙위원회는 중국 외곽지역에 경제적 발전의 촉진에 대한 새로운 결정에 대해서 발표했다. 이와 같은 각각의 사례는 이번 세기에서 일어나고 있는 급작스런 인구통계학적 변화에 근본을 두고 있다.

인구통계학은 크기, 연령별 구성, 성별 구성, 성장단계 등에 관한 인구구조에 대한 학문이다. 인구통계학자는 종종 인구통계학이 운명적이라고 주장한다. 그것이 의미하는 바는 한 국가의 인구통계가 그것을 이용할수 있는 기회를 강요하고 구체화 하고 있다는 것이다. 만약 정말로 그렇다면 세계 주요 경제분야에서 인구, 연령구조, 성별구성의 변화는 세계 경제의 상당한 변화를 가져올 것이다.

국가의 인류통계학을 평가하는 전통적인 방법은 인구피라미드를 통한 방법이다 (그림 2.5). 과거에는 보통 국가의 성별분포구조가 피라미드형이였다. 피라미드의 각각의 층(layer)은 연령그룹에서의 인구의 수로 구성되어 있다. 피라미드의 모양은 0-4세 인구의 수가 5-9세 인구의 수보다 약간 더 많고, 5-9세 인구의 수는 10-14세 인구의 수를 초과하는 식의 결과이다. 크기의 감소는 현대 의학이 도입되지 않았던 시기의 질병, 기아 그리고 출산에 의한 생사의 잔혹한 현실 때문이다. 다행스럽게도 더 낳은 헬스케어, 교육, 위생분야가 이런 잔혹한 현실로부터 사회를 자유롭게 만들었으며 일부의 인구 피라미드는 다이아몬드형이나 직사각형(장방형) 모양과 더 비슷하게 되었다.그러나 이러한 사회는 지금 노령화 문제로 인해 새로운 변화를 맞이하고 있다.

인구통계학에서의 이러한 급격한 변화는 경제적 파워와 경쟁에서의 주요한 이동을 예고하고 있다. 프랑스 이탈리아 독일 한국 영국을 포함한 주요 경제강국의 인구는 다음 20년안에 더욱 노령화 되고 인구수가 감소될 것으로 예상된다. OECD에 따르면, 고령인구부양비는 70년 안에 급격하게 증가할 것이다. (그림 2.6) 고령인구부양비는 65세 이상 인구 수/20-64세 인구 수 를 말한다. 고령인구부양비의 증가는 퇴직자를 부양하는 현재의 근로자들이 부담해야 하는 비중이 증가하는 것을 말한다. 그 부담은 가족의 변화나
